Police officer charged with rape and sexual assault

Thames and Chiltern Crown Prosecution Service (CPS) has authorised officers from the Bedfordshire, Cambridgeshire and Hertfordshire Major Crime Unit to charge a Bedfordshire Police Officer with serious offences.

Paul Kelly, aged 43, of Bedford Road, Denton, Northamptonshire, who worked as an Inspector in Bedford, has been charged with two charges of rape, two charges of assault occasioning actual bodily harm (ABH), and a sexual assault.

Mr Kelly was suspended from police duty on 23 December 2013, and remains suspended until further notice.

Adrian Foster, Chief Crown Prosecutor for Thames and Chiltern Crown Prosecution Service (CPS) said: “Following an investigation by the Bedfordshire, Cambridgeshire and Hertfordshire Major Crime Unit, a file was forwarded to us to consider whether any criminal charges could be brought against Paul Kelly.

“Having carefully reviewed all of the available evidence, Thames and Chiltern CPS authorised officers from the Bedfordshire, Cambridgeshire and Hertfordshire Major Crime Unit to charge the man with rape, ABH, and sexual assault.

“The charges are in relation to allegations made by two women.  The rape and assault charges relate to one complainant and the sexual assault relates to the second complainant.

“The decision to charge was taken in accordance with the Code for Crown Prosecutors.”

Kelly has been bailed to appear at St Albans Magistrates’ Court on Monday, 07 April 2014.
